Scanoss and ORT: Now with snippet_choices to reduce snippet noise

If you use SCANOSS with OSS Review Toolkit (ORT), you know how powerful snippet detection can be, but also how noisy it gets over time.

The new snippet_choices config lets you declare your decisions on each snippet match: whether it’s valid, irrelevant, or a false positive. ORT will then honour those choices in future scans.
